CIVINET Ukraine launched by the City Institute: an exciting new beginning!

CIVINET Ukraine is now launched to drive sustainable urban mobility initiatives across Ukraine, with the City Institute as the official Secretariat. This launch marks a significant milestone in the journey towards sustainable urban mobility in Ukraine. This initiative comes at a crucial time when Ukrainian cities are striving to modernise their transport systems and reduce carbon emissions amidst the ongoing challenges posed by outdated infrastructure and the impact of war.
Motivation and context
Sustainable urban mobility in Ukraine is on the rise, but it faces numerous challenges. Cities across the country are working to integrate sustainable transport solutions and reduce pollution. The ongoing Russian aggression has further strained resources and disrupted development efforts, yet Ukrainian municipalities are increasingly recognising the importance of sustainable urban mobility for improving quality of life and of aligning with mobility goals established by the European Union.
The City Institute, located in Lviv, has a proven track record, having been a replication partner in CIVITAS FastTrack, and as a current replication partner in the CIVITAS projects REALLOCATE and SCALE-UP.
"By fostering CIVITAS cooperation and sharing best practices, we can overcome the significant obstacles in Ukraine's urban mobility sector. Our commitment is to create sustainable, efficient, and inclusive transportation systems that align with European standards and drive progress across the nation." - Dzvenyslava Tyslyukevych, City Institute.
Challenges and strategic approach
Ukraine's most pressing urban mobility challenges include outdated infrastructure, limited public transport options, and the need to integrate sustainable practice. Addressing these issues requires coordinated effort, knowledge sharing, and capacity building among municipalities.
As the CIVINET Secretariat, the City Institute will serve as a central coordination body. Leveraging its safe location in Lviv, near the EU border, and Lviv’s practical transport connectivity, the City Institute will facilitate the exchange of ideas and collaboration among cities. Organising conferences, workshops, and meetings in various Ukrainian cities will be a priority for the promotion of sustainable mobility and innovative solutions. The City Institute will use its own expertise to provide training and resources to local governments and stakeholders. Sustainable and innovative urban mobility measures will be developed, tested and implemented throughout Ukraine for replication by other cities. Aligning local mobility goals with European policy will make EU financing and know-how more accessible to Ukrainian municipalities and assist in the development of Sustainable Urban Mobility Plans (SUMPs).
Vision for the future
CIVINET Ukraine is the Ukrainian-language CIVITAS national network (CIVINET) dedicated to promoting sustainable and climate-neutral transport in Ukraine. The network brings together public and private entities and non-governmental organisations to develop integrated and sustainable urban mobility strategies.
CIVINET Ukraine aims to transform urban mobility across the country. The vision is to create a collaborative network of municipalities committed to innovative, sustainable, and inclusive transportation solutions. Through this network, mobility and the quality of life in urban centres will be enhanced, environmental impact will be reduced, and alignment is foreseen with European Union standards and policies. The work of CIVINET Ukraine will inspire resilience and progress, demonstrating that sustainable urban mobility is not only feasible but essential for a thriving future.
Call to action
As part of the CIVINET community, Ukrainian cities have an unprecedented opportunity to engage in peer exchanges, participate in innovative projects, and benefit from the latest research in sustainable urban mobility. The City Institute invites municipalities across Ukraine to join this transformative journey, contributing to and benefiting from a collective effort to modernise and green their urban transport systems.
