Summary
Although knowledge concerning the reasons for low SUMP take-up and the challenges and barriers to its development exists within the SUMP community, the Needs Assessment provides the first systematic empirical assessment of SUMP take-up in Europe. Both quantitative and qualitative research methods were utilised to answer questions tackling aspects such as current SUMP status, drivers and barriers to SUMP development, city needs, etc. The process consisted of:
- 1 survey with 328 city responses
- 1 focus group with 18 mobility experts
- Interviews with 10 national experts
Key findings include:
- Cities require assistance when selecting measures in newer policy areas, such as shared mobility services and automation, and in implementing measures when traditional policy areas are concerned.
- Good practice examples and peer-to-peer learning are the types of support that cities most desire.
- Access to funding and addressing transport challenges are the two key drivers for cities developing SUMPs.
