Summary

The EMPOWER Toolkit (www.empowertoolkit.eu) is the place where the wide variety of EMPOWER Tools are brought together and can be accessed.

Besides knowledge on, for example, the implementation of incentive schemes and business development, the EMPOWER Toolkit also contains templates for building the business case, an evaluation methodology as well as the EMPOWER ICT-Tools.

Furthermore, the EMPOWER Toolkit is connected to the EMPOWER database where all kinds of (raw) data is stored and that can be analysed and therefore also serves as an important source of knowledge.

Regarding the EMPOWER ICT-tools (Commute Greener, *Zwitch and SMART), the EMPOWER Toolkit connects to a website (www.mobility-apps.eu) where more information can be found. The EMPOWER ICT-tools measure mobility behaviour via manual or automatic sensing, they provide challenges and rewards to users, create communities and are an important tool for communicating with the user, two ways. Therefore, these tools are an important basis for developing and implementing an incentive scheme and for generating data for evaluation purposes. Because of the broad range of knowledge and tools, the EMPOWER Toolkit will allow a wide set of cities, regions and other organizations to implement the EMPOWER concept.

The knowledge, formats, and ICT-Tools are being used in large scale implementations (5.000+ users) in a wide variety of cities like Antwerp, Bologna, Budapest, Enschede, Gothenburg, Helsinki, Milan, Newcastle, Odense, Reading, and Scotland. From these cities, a wider audience is reached, e.g. SMART i Sverge is now being used in a competition between the cities of Gothenburg and Stockholm and SMART in Twente is the basis for a wide variety of implementations in the Netherlands.
