CIVITAS Deep Dives 2025: Data and Plans in Practice during UMD25

At Urban Mobility Days 2025 in Vilnius, participants of Session 4 of the CIVITAS Deep Dives gathered both online and in person for an in-depth exchange on two central themes: Data in Mobility and Sustainable Urban Mobility Plans (SUMPs).
These sessions marked the culmination of months of collaboration, guiding participants to turn shared insights into practical steps for advancing sustainable transport in their own cities and regions.

The Deep Dive on Data in Mobility explored how cities can make better use of data to plan, manage, and optimise sustainable mobility solutions. Starting from a user-centred perspective, participants discussed how data reflects everyday travel experiences, from commuters to operators to planners, and how these insights can shape more responsive and effective transport policies.
During the in-person session, participants presented action plans developed over the course of the programme, each addressing a specific data-related challenge in their local context. Topics included:
- School streets to reduce congestion during rush hour.
- Fair and data-driven approaches to school street planning.
- A citizen-powered super app for sustainable mobility and transparent city decision-making
- Reducing delays at level crossings
- Improving first and last-mile access to public services

Developing Sustainable Urban Mobility Plans
The SUMP Deep Dive, held as a side event on the opening day of the conference, focused on assessing and updating existing mobility plans to ensure they are consistent with today’s policy goals and evolving urban realities. Participants examined how to define and track key performance indicators (KPIs), using data to monitor progress, evaluate measures, and adjust plans over time.
Between sessions, participants refined their SUMP action plans, which they then presented during the in-person meeting. The session allowed for open exchange and peer learning, with participants discussing indicators, funding opportunities, and implementation measures.
Cities represented in this year’s Deep Dive included Ialoveni (Central Region of Moldova), Ithaca and Tompkins County (New York, USA), Roth (Germany), Tallinn (Estonia), and Braga (Portugal). Each sharing different stages of SUMP development and valuable lessons learned along the way.

A Practical Exchange for Real Impact
The CIVITAS Deep Dives continue to serve as a space for practical learning, collaboration, and exchange within the CIVITAS Community. By focusing on real challenges and tools that cities can apply directly, the series helps local authorities advance data-driven, sustainable mobility planning and implementation.
The 2025 series will conclude with a final reflection session in November, bringing participants together once more to share results, reflect on lessons learned, and shape the next steps for continued collaboration.
