First European workshop on national SUMP programmes

Our cities are currently facing a number of pressing challenges, including attracting investment, energy efficiency, limited resources, social equity, and pollution. Sustainable Urban Mobility Plans (SUMPs) are proving to be a tool capable of addressing and providing solutions to these issues. So far, support for SUMP take-up has been targeted at cities, as the local authorities responsible for mobility are often in charge of developing and implementing mobility plans.

Experiences from several European countries highlight the important role that national and regional governments play in encouraging cities to develop SUMPs. Often, a lack of legal, institutional, financial and methodological frameworks hinder SUMP development and implementation.

As one of the three SUMP-related projects under the European Union's CIVITAS 2020 initiative, SUMPs-Up recognises the value of acting at both local and national levels.

In collaboration with CIVITAS PROSPERITY, SUMPs-Up is organising a series of events in 2017 and 2018 dedicated to national urban mobility programmes. These workshops target agencies, key SUMP stakeholders and representatives from national governments. They aim to increase the interest in and awareness of SUMPs at the national level, whilst establishing what support cities need. They will also feed into a forthcoming policy paper on national urban mobility programmes for national decision makers.

The first meeting will take place on 26 September 2017 in Torres Vedras, Portugal, prior to the CIVITAS Forum Conference 2017 (27-29 September). As the initial event in the series, the SUMPs-Up and PROSPERITY projects will be presented, as well as the updated analysis - conducted by these projects - of national SUMP programmes. This will be followed by two presentations. The first will explore the approach devised by Mobilise Your City to support the development of national urban mobility programmes in developing countries, whilst the second will look into recommendations put forward by the CIVITAS CAPITAL Advisory Group to the European Union and national authorities on SUMPs. Attendees will then have the opportunity to contribute to the development of future workshops by sharing their experiences, expectations and views.
