CIVITAS Deep Dive 6: Planning for All

The CIVITAS Deep Dive 6: Planning for All offers urban mobility professionals an in-depth learning
journey on how to embed inclusion as a core quality criterion in mobility planning. The programme
focuses on planning for all: addressing the needs of people who are often overlooked in conventional
transport systems, such as children, older adults, people with disabilities, women, carers and low-
income groups.
Participants explore why inclusive planning matters, examining who is being left out of current
mobility systems and what the consequences are for accessibility, safety, affordability and social
participation. Building on this foundation, the Deep Dive highlights what cities across Europe are
already doing to close inclusion gaps, drawing on CIVITAS examples, European best practices and
practical tools used by leading cities.
A strong emphasis is placed on how to put inclusive planning into practice. Participants learn to
analyse accessibility and safety from multiple user perspectives, apply equity and participation
lenses, as well as integrate inclusion into governance, decision-making and monitoring. Through
interactive sessions and guided exercises, they work with real-life examples from their own local
context.
Throughout the programme, participants develop a practical Inclusive Action Plan focused on a
concrete challenge from their own city. During the in-person session at the CIVITAS Forum 2026, they work
hands-on in mixed teams to design an integrated package of measures and outline next steps for
implementation. The programme concludes with participant presentations, peer exchange and
expert feedback, supporting participants to move from insight to action.
Between sessions, participants complete short assignments and reflection exercises, helping them to
continuously refine their action plan and directly connect learning outcomes to their daily
professional practice.
Session Overview
Session 1 (online) – Why
Get introduced to key concepts through expert lectures, followed by interactive discussions to build a
solid foundation. This session aims to inform and inspire the first steps of your action plan.
Session 2 (online) – What
Apply your knowledge in hands-on exercises and an expert lecture. Work in breakout groups and
engage in practical activities, supported by an external expert. Begin translating ideas into action for
your local challenge.
Session 3 (in person) – How
Meet face-to-face at the CIVITAS Forum in Thessaloniki, Greece. Reflect on your progress and link
concepts to your own work environment. Through guided group work, refine your action plan by
connecting theoretical knowledge to real-world conditions in your city.
Session 4 (online) – Connect
Present your action plan to your peers and receive constructive feedback. Participate in interactive
sessions to consolidate key insights and strengthen your ideas for implementation.
Session 5 (online) – Reflect
Reflect on the entire Deep Dive journey. Discuss outcomes, lessons learned and next steps in an
open, peer-based evaluation session.
