UPPER strengthens the role of public transport by implementing measures that push people out of private cars and pull them closer to public transport.

About the project

UPPER aims to spearhead a public transport revolution that will strengthen its role as the cornerstone of sustainability mobility and innovation in cities, ultimately leading the transition towards a future of zero emission mobility.

The project will put public transport at the centre of the mobility ecosystem by implementing a combination of 84 "push and pull" measures. These measures will respond to the five "axes" that influence user choice, namely:

  • Mindset and culture
  • Urban mobility planning
  • Mobility services ecosystem
  • Road network management
  • Democratic governance

The measures will be supported by the UPPER Toolkit, which will consist of seven IT tools that combine social and technological innovation. These measures will be demonstrated within the project living lab cities (Valencia, Rome, Ile de France, Oslo and Mannheim) and twinning cities (Lisbon, Leuven, Hannover, Budapest and Thessaloniki).

Using this integrated approach, UPPER aspires to create an attractive, efficient, reliable, safe, inclusive and affordable public transport system, in line with the concept of Mobility as a Right (MaaR).
