European Local ENergy Assistance
To facilitate the mobilisation of funds for investments in sustainable energy supplies at local level, the European Commission and the European Investment Bank have established the ELENA technical assistance facility (European Local ENergy Assistance) financed through the Intelligent Energy - Europe programme. ELENA covers a share of the cost for technical support that is necessary to make cities’ and regions’ sustainable energy projects ready for EIB funding.
Many EU cities and regions have recently started to prepare or are initiating large energy efficiency and renewable energy proposals to tackle energy and climate change challenges. ELENA helps public entities by offering specific support for the implementation of their investment programmes and projects such as retrofitting of public and private buildings, sustainable building, energy-efficient district heating and cooling networks, or environmentally-friendly transport etc.Contacting the EIBELENA is managed by the EIB. It can facilitate access to EIB finance or finance from other banks. Contacts with the EIB can be in any form - by telephone, fax, e-mail or letter. Initially, a brief description is needed of the planned investment (e.g. type of investment, approach to implementation), the expected investment cost and time schedule for the programme, plus the amount, scope and main needs to be addressed by the requested technical assistance.For more information click here.
