Call for SCALE-UP Fellow Cities

CALL FOR FELLOW CITIES OPEN UNTIL 31 OCT

Where do long-distance transport and urban mobility come together? What does it take for local authorities to transform their transport systems to be more sustainable, cleaner, safer, and more inclusive? What role do upscaling strategies play in this transformation?

The CIVITAS SCALE-UP project is seeking interested local authorities (cities, metropolitan areas or agencies, relevant transport authorities) ready to explore these questions further, and to share and learn from the three SCALE-UP urban nodes about their innovative mobility and transport actions and policies.

Three Fellow Cities will be selected and invited to exchange and learn from the innovative measures and policies developed in Antwerp (BE), Madrid (ES), and Turku (FI) as part of the SCALE-UP project. The cities will develop replication roadmaps for actions to be implemented in their local contexts. Apply to become a Fellow City by 31 October 2023!

As part of the project, Antwerp, Madrid, and Turku have already tested innovative solutions and upscaling strategies. By joining as a Fellow City, you will benefit from their hands-on experience, and will be able to define a relevant replication action plan for your local context. Moreover, you will receive tailored support and advice from project partners in applying the strategies for vertical and horizontal integration as you develop your replication roadmap. You will also receive insights on, and support with, effective monitoring and evaluation approaches that take into consideration upscaling and integration.

Why apply?

The SCALE-UP replication and transferability programme can provide strategic knowledge and resources to help you speed-up and deepen your urban transport system transformation, by considering the overall context of cities as urban nodes on the Trans-European Transport (TEN-T) network.

  • Learn from the experiences and the solution portfolio tested in the three SCALE-UP urban nodes, and contribute to assessing the transferability of these innovative measures.

  • Learn about, and receive tailored support on, the SCALE-UP strategies for vertical and horizontal upscaling, and contribute to their validation; this will result in technical partners developing guidelines and policy recommendations for other cities.

  • Support the wider take-up of SCALE-UP innovative solutions and strategies by defining replication roadmaps adapted to your local context.

  • Benefit and actively contribute to Urban Nodes Platform activities, by participating in policy dialogues (involving EU, local, regional, and national policymakers) and peer-learning exchanges with other TEN-T urban nodes.

Local authorities interested in becoming a SCALE-UP Fellow City can apply by completing and submitting the application form (found at the bottom of the full Call Text document) by email to lucian [dot] zagan [at] eurocities [dot] eu before 31 October 2023, 17:00 CET.

If you have further questions about the open call for Fellow Cities, do not hesitate to contact Lucian Zagan (lucian [dot] zagan [at] eurocities [dot] eu) or Peter Staelens (peter [dot] staelens [at] eurocities [dot] eu).
