Urban Mobility Plans (UMPs) are a strategic tool to guide the development of transport in urban areas and regions. UMPs expanded the scope of traditional planning processes by focusing on the mobility needs of all population groups in an integrated way. At the same time, an UMP could be a powerful instrument for realising over-arching policy, e.g. in the field of equity and sustainable economic development, greenhouse gas emission reduction, air quality and urban development. National urban transport policies can shape planning frameworks and guidelines, offer capacity-building formats to planners and provide necessary funding for investments in sustainable transport infrastructures.

The Transport White paper also contains one goal about high-speed rail: "By 2050, complete a European high-speed rail network. Triple the length of the existing high-speed rail network by 2030 and maintain a dense railway network in all Member States. By 2050 the majority of medium-distance passenger transport should go by rail." This package provides a summary of the related stakeholder-driven TRANSFORuM roadmap.

The TRANSFORuM project also developed a roadmap with systematic stakeholder input towards the White Paper goal number 8 which reads as follows: "By 2020, establish the framework for a European multimodal transport information, management and payment system."
eCourse
This short online course provides some background to the TRANSFORuM project, its consortium and involved stakeholders as well as its overall approach. Most importantly, it presents the highlights of TRANSFORuM's four Roadmaps, the core of their recommendations and some key lessons learned.

Summary of the stakeholder-driven roadmap towards the White Paper goal on Long-distance Freight: "Thirty per cent of road freight over 300 km should shift to other modes such as rail or waterborne transport by 2030, and more than 50 % by 2050, facilitated by efficient and green freight corridors. To meet this goal will also require appropriate infrastructure to be developed."

Proposed measures, actions and milestones towards the White Paper goal on urban mobility: "Halve the use of ‘conventionally fuelled’ cars in urban transport by 2030; phase them out in cities by 2050. Achieve essentially CO2-free city logistics in major urban centres by 2030."
Webinar
This webinar was recorded 11th December 2014 for the European Commission-funded TIDE project to a group of participants from 12 countries across Europe. Please visit www.tide-innovation.eu for more information about the TIDE project.

The need to adopt a gender-sensitive perspective is emerging as a challenging and impending task for urban mobility planners and decision makers. Women travel differently than men in relation to transport modes used, distance travelled, the daily number of trips and their pattern, and, not surprisingly, they also travel for different purposes. Organised by the CIVITAS Thematic Group Integrated Planning, the webinar debated on emerging gender sensitive approaches on mobility planning for achieving gender equality in transport planning and accessibility. First the gaps to be filled about public transport and planning have been discussed, then the point of view of a civic platform to improve transport through citizens’ participation has been presented and lastly the successful city strategy implemented by a former demonstration city of CIVITAS II has been showcased.

The transport sector currently accounts for about 6.7 Gigatonnes of CO2, which is equivalent to 23% of all energy related Greenhouse Gas emissions and is set to double by 2050 if current trends persist, in particular in emerging economies (IPCC 2014). Setting the transport sector on a low-carbon development pathway is essential for global climate change mitigation efforts that aim to stabilise global warming at 2 Degrees Celsius, which is the internationally agreed target under the United Nations Framework Conventions on Climate Change (UNFCCC). To contribute to this target developed countries will have to rapidly decarbonise their transport sector over the coming decades (-80% by 2050) and developing and emerging countries will have to curb growth (+70% by 2050), which will require substantial policy action at all levels of government (IEA 2014). Together with Oliver Lah (Wuppertal Institute) we explore the pathways for low-carbon transport and provide an overview on key policy measures at the local and national level.
Webinar
Webinar
The webinar will deepen the understanding of urban development, of the consequences and implications for urban transport and on how to achieve integrated and more effective sustainable urban mobility planning in developing cities. Good and bad practice examples will be shown, and key concepts for integrating urban planning and urban transport will be outlined.
Webinar
Most of our city centres are often overrun by freight delivery vehicles causing severe congestion problems and pollution. Urban Freight Logistic has to be re-thinked by introducing on one hand some restrictive measures for a more efficient freight distribution and, on the other, new “green“ vehicles more suitable for historical city centres and humanised areas. Organised by the CIVITAS Thematic Group on Urban Freight Logistics with the support of CIVITAS WIKI, the webinar will presented 3 case studies and discussed more in detail of cargo bikes for last mile delivery as well as of regulatory measures and incentives for zero emission city logistics.
Webinar
This webinar will discuss the tools and means for disseminating the idea of Sustainable Urban Mobility to the general public. In the webinar we will also focus on the essential elements for changing the perception of mass transit in people’s minds. Various examples from different cities will be used as a means for expressing the idea across.

Increasing suburbanisation has created a need for neighbouring authorities to collaborate in providing public transport by forming metropolitan public transport authorities. This course will address the potential scope of MPTA activities, including alternative approaches and voluntary vs. obligatory PTAs. It will provide examples of successful MPTAs and address potential legal barriers and political obstacles.
