Shkodra (Albania)

Shkodër is a historic city in northwestern Albania, located on the Plain of Mbishkodra between Lake Shkodër and the rivers Buna, Drin and Kir, with low-lying terrain shaped by watercourses that influence transport infrastructure and flood risk planning. The municipality covers about 872.71 km² with a population of roughly 102,434 (2023) at the municipal level.

Mobility planning in Shkodër increasingly focuses on sustainable transport: the city has a strong cycling culture with a high share of bike use in daily trips, and bicycle lanes exist along key routes including the lakeshore, though gaps remain in dedicated infrastructure. In late 2025, the municipality finalised its Planin e Lëvizshmërisë së Qëndrueshme Urbane (Urban Sustainable Mobility Plan), aiming to reduce traffic, improve pedestrian spaces and cycling infrastructure, enhance public transport, and manage parking more effectively — signalling a strategic shift toward greener, safer mobility.

Shkodër’s Strategic Development Plan also addresses transport and mobility within a broader sustainability framework, including parking, bicycles, and public transport integration.
