Sliven is an industrial and cultural city in southeastern Bulgaria set on the Tundzha River plain, with flat terrain that shapes its internal transport networks and connects it to surrounding villages and regional centres. The municipality’s sustainability efforts increasingly focus on cleaner public transport infrastructure: under Operational Programme Environment (2014-2020), Sliven invested in eco-friendly electric buses and energy-efficient trolleybuses to replace older diesel vehicles and improve air quality for its roughly residents.

National planning reforms have integrated sustainable urban mobility elements into municipal development plans across Bulgaria, encouraging cities like Sliven to build Sustainable Urban Mobility Plans (SUMPs) as part of their integrated development strategies; these are embedded in broader planning requirements under Bulgaria’s national framework, though a dedicated SUMP PDF for Sliven is not centrally published online.

Sliven was also shortlisted for the 2025 Green Pioneer competition, highlighting its efforts in green infrastructure and “smart” mobility measures that boost tourism access and environmental quality.
