Rotterdam, the Netherlands' second-largest city, is a global leader in sustainable urban mobility, shaped by its strategic location on the Nieuwe Maas River and its role as Europe’s largest port. The city's flat terrain and dense urban layout facilitate active transport modes, while its extensive waterways necessitate innovative mobility solutions.

Central to Rotterdam’s mobility strategy is the Urban Traffic Plan 2017–2030, which aims to reduce car dependency, enhance public transport, and promote cycling and walking. Initiatives include expanding low-emission zones, integrating shared mobility services, and implementing 'superblocks' to prioritize pedestrians and cyclists. 

The city is also advancing zero-emission logistics through the Roadmap ZECL, targeting a fully emission-free city logistics system by 2025. Furthermore, Rotterdam is embedding sustainable mobility into housing developments, encouraging residents to adopt active and public transport options.
