The City of Westminster is a central London authority that includes nationally significant institutions and landmarks such as Buckingham Palace, the Houses of Parliament, and Trafalgar Square. Its role as a political, cultural, and economic centre results in high daily travel demand from residents, workers, and visitors.

Westminster’s transport strategy is set out in the Westminster City Plan 2019–2040, which prioritizes sustainable mobility and a reduction in car dependency. Key measures include improving pedestrian environments, expanding cycling infrastructure, and enhancing access to public transport. The city is also supporting the transition to low-emission travel through the integration of electric vehicle charging infrastructure and policies that discourage high-polluting vehicles. Public space management and street design are increasingly used to balance movement, safety, and place-making objectives.
