Rouen, a Norman city shaped by the Seine River flowing through its center, is advancing a comprehensive sustainability agenda in mobility and urban transport. With support from the European Investment Bank, it is electrifying its public transport fleet, adding 128 zero-emission buses and retrofitting school buses while upgrading ticketing systems. The city’s 15km tramway network and its expanded Lovélo bike-sharing system strengthen low-carbon travel options, while strategic urban planning under Agenda 21 aims to curb car dependence. Rouen is also a national leader in carpooling, having recorded a tenfold rise in shared journeys in 2022, solidifying its commitment to greener, more accessible mobility.
