​Barreiro, situated on the south bank of the Tagus River within Portugal's Lisbon Metropolitan Area, is a city of approximately 78,855 residents spread over 57.21 km². Its strategic location, featuring a significant road-railway terminal and proximity to Lisbon, positions it as a vital transport hub. ​

The city is actively pursuing sustainable mobility initiatives. In 2015, Barreiro invested €4 million to develop a 100 km cycling path network, aiming to enhance air quality, reduce greenhouse gas emissions, and promote healthier lifestyles. This initiative is part of a broader strategy that includes public consultations and collaborations with neighboring municipalities to foster soft mobility solutions.​

Additionally, Barreiro has pioneered environmental incentives, becoming the first Portuguese city to offer benefits for green roofs and faƧades. These incentives are integrated into municipal investment regulations, encouraging energy-efficient construction and water reuse practices. ​

Barreiro's commitment to sustainability is further demonstrated by its membership in Energy Cities since 2008 and its role as a signatory of the Covenant of Mayors since 2011.
