Local authorities invited to fill in survey on EU's 2011 White Paper on transport

The European Commission is conducting an evaluation of the 2011 White Paper ‘Roadmap to a single European transport area – towards a competitive and resource efficient transport system’ (the White Paper).

The White Paper was adopted in 2011 and defined the long-term vision for a transport sector that continues to serve the needs of the economy and citizens, whilst responding to future constraints: oil dependency, growing congestion and pollution, and the need to cut CO2 emissions.

It set out a strategy based on 40 action points in four broad areas of intervention, aiming for the elimination of the remaining internal market barriers, innovation, infrastructure and the external dimension.

The Commission has contracted a team led by Ricardo (including Trasporti e Territorio (TRT), M-Five, Transport and Environmental Policy Research (TEPR) and E3-Modelling (E3M)) to undertake a support study for the European Commission for the evaluation of the White Paper.

The objective of the support study is to provide a comprehensive evaluation of the 2011 White Paper and to collect and analyse evidence to help assess whether it has achieved its objectives in an effective and efficient manner.

In addition, the study aims to determine whether its objectives and priorities remain relevant with emerging needs and consistent with other EU policies and priorities.

It will cover all intervention areas of the White Paper, examine the identified needs for transport policy, the objectives and goals set, the proposed action points and the outcomes achieved and, where applicable, their preliminary impacts.
