Advancing Urban Air Mobility: UIC2 & POLIS Host Workshop in Helsinki

UIC2 & POLIS Joint Workshop Participants

11–12 June 2025 | Helsinki

On 11–12 June 2025, the Urban Air Mobility Initiative Cities Community (UIC2), in cooperation with POLIS, convened in Helsinki for a joint workshop dedicated to the integration of drones and advanced air services into urban environments. Hosted by the City of Helsinki, the event gathered over 20 representatives from European cities and regions to share tools, experiences and governance approaches in the field of Urban Air Mobility (UAM).

Workshop Highlights:

Impact Assessment and Governance Models
The workshop opened with a session led by the POLIS UAM Task Force, which focused on identifying criteria for assessing the impact of Innovative Air Mobility (IAM) and exploring governance models that promote coherence across levels of government while empowering local authorities.

Digital Twins and Simulation Tools
The first day continued with a deep dive into the role of digital twins and urban data models in UAM planning. Participants visited the City of Helsinki’s Computer-Assisted Virtual Environment (CAVE) Room and discussed how immersive simulation tools can support policy development and risk analysis for drone operations.

CITYAM Collaborative GIS Tool
Day 2 began with an interactive session on the CITYAM Collaborative GIS Tool, where participants tested a scenario-based method to identify and prioritise drone landing sites. The session demonstrated how spatial collaboration tools can support inclusive, evidence-based UAM planning.

Use Cases and Data Integration
A dedicated session featured practical city use cases showcasing how drone operations are being managed through active data flows and interdepartmental collaboration. These examples underlined the value of integrated data strategies in supporting real-time UAM coordination.

U-space and Environmental Considerations
Discussions also covered U-space implementation and the environmental dimensions of drone integration, such as noise and climate impact. Participants highlighted the importance of harmonised regulatory frameworks, improved data sharing, and transparent engagement with local communities.

Presentation of the UIC2 Co-Created Document
The workshop concluded with the presentation of the newly finalised UIC2 Co-created Document on the roles and responsibilities of local authorities in drone services and logistics operations. The document will soon be published on the EASA IAM Hub to guide municipalities across Europe in navigating the deployment of UAM.
