Summary

Zagreb aimed to make its fleet of public transport vehicles more sustainable by introducing energy efficient vehicles and raising the share of clean fuels in its fleet.

Implementing sustainable mobility

The fleet of waste collecting vehicles and sweeping machines owned by CISTOCA, a subsidiary of Zagreb Holding Co, consisted of 98 waste collecting and 18 sweeping machines that served citizens daily before CIVITAS ELAN implementation. These vehicles ran on standard Diesel fuel (Euro I-IV). Since most of the vehicles are well past their lifetime, the procurement of new vehicles which run on bio-diesel was planned. This had a noticable effect on levels of pollution, as the new vehicles comply with regulations regardless of ratio of bio diesel vs. diesel used for running them.

Progress

During European Mobility Week 2009, 2010, 2011 and 2012 CISTOCA, together with other partners participated in different activities that served to promote this particular measure. A leaflet “Biodiesel in CISTOCA” was also distributed and training was given to drivers and maintenance personnel later in 2009. In 2010, an introduction of biofuels in the CISTOCA fleet was given in a meeting in the Ministry of Economy, Labour and Entrepreneurship. In 2011, CISTOCA, together with ODRAZ, released yet another leaflet for general public in order to promote its eco-fleet.

CISTOCA also participated in the Autumn Zagreb Fair from 22-26 September 2010. During the fair CISTOCA organised several public presentations. In the presentation “Use of biofuels in transport” CISTOCA presented its role in the ELAN project and the benefits that can be achieved using biofuels. In order to present project activities to the general public CISTOCA also distributed a leaflet “Use of biodiesel in CISTOCA”.

In 2011 CISTOCA introduced  3 more clean biodiesel vehicles into its  fleet . Also, from July 2011 all diesel vehicles of CISTOCA’s fleet run on B7 and a carefully selected group of MAN vehicles (about 30) runs on B20. Finally,CISTOCA introduced  more vehicles in 2012 in its eco- fleet that now consists of altogether 52 vehicles.

Outcomes

  • 52 clean vehicles, running on alternative fuels, in CISTOCA fleet introduced.
  • Fuel consumption in CISTOCA fleet decreased by 5.6%, hence CO2 emissions of waste disposal vehicles decreased by 5.13%.
  • PM2.5 emissions remained unchanged if the absolute values are compared (kg), but they are reduced by 15.68% if the relative values are observed (kg/vehicle km).
  • The noise level of fleet vehicles decreased from 78.07 dB in 2008 to 76.22 dB in 2011. The new engines and materials used in vehicle production clearly produced this positive effect.
  • Results of measure in other Croatian cities promoted - successful exchange of experience.
