On 30 September 2025, political leaders from across Europe are invited to Vilnius, Lithuania, for the CIVITAS Politicians Exchange Forum (PEF), a high-level event for open dialogue amongst decision-makers, politicians and representatives of European institutions, that returns during this year’s Urban Mobility Days, the European Commission’s flagship conference on sustainable urban mobility.

The PEF meeting serves as a dedicated space for mayors, deputy mayors, and elected representatives from CIVITAS cities to directly engage with European Commission officials and key mobility stakeholders. Facilitating leading dialogue and collaboration on the strategic role of urban mobility in shaping Europe’s future.

The focus of this year’s PEF meeting will reflect how cities can drive sustainability, innovation, and competitiveness, aligning with the broader 2025 Urban Mobility Days theme: “A New Plan for Europe’s Sustainable Prosperity and Competitiveness”. Held in Vilnius — recently awarded the European Green Capital 2025 — the forum will place urban mobility in the context of Europe’s green and digital transitions.

A Two-Part Session for Political Dialogue and Innovation Exchange

The upcoming PEF meeting will be comprised of two sessions:

  1. Closed Session (09:00–10:30):

Offering a private exchange between local political leaders and DG MOVE representatives, facilitating in-depth discussion on how EU cities can help deliver competitive, just, and sustainable mobility strategies.

  1. Open Session (10:45–12:00):

A dialogue between city leaders and urban mobility innovators, including start-ups, scale-ups, SMEs, and innovation platforms. This session will explore how cities and EU programmes can support the deployment and scaling of smart mobility solutions.

Key Contributions

The Forum will be opened by Valdas Benkunskas, Mayor of Vilnius, with contributions from DG MOVE, ICLEI Secretary General Matthew Bach, and Marc Rozendal, CEO of EIT Urban Mobility. Vice Mayor Andrius Grigonis will welcome participants to the open session.

By bringing local policymakers face-to-face with EU-level actors and innovators, the PEF continues to play a substantive role in shaping Europe’s urban mobility landscape.
