The third All-Ukrainian Urban Mobility Forum – Uzhhorod Urban Mobility Forum 2025, will take place from September 3 - 5 2025. This annual event has become a key platform for dialogue, bringing together leading experts representatives of central and local authorities, businesses, civil society organisations and all those dedicated to the development of urban mobility in Ukraine.

This year’s edition will focus on innovations in urban mobility and transport systems in the context of wartime challenges, energy risks and financial uncertainty. 

Participants will have the chance to discuss the current challenges Ukrainian cities face, legislative framework improvements, and the harmonisation of national regulations with EU standards. Special attention will be given to international cooperation and partnerships, particularly through CIVITAS and the CIVINET Ukraine network, which facilitates communication between Ukrainian cities and their European counterparts.

  • Global Trends in Urban Mobility: Exploring the best mobility solutions from cities across Europe and beyond: innovations in transport planning, sustainable mobility strategies, and digital solutions for urban transportation.
  • Harmonization of Ukrainian Transport Legislation with European Standard: Aligning Ukraine’s transport and mobility policies with EU norms—challenges, opportunities, and legislative updates.
  • Road Safety & Modern Transport Management Technologies: Enhancing traffic enforcement through video surveillance, autonomous traffic light systems, digital traffic management, and AI-based regulation solutions.
  • Knowledge Exchange: Best Practices from Ukraine and International Partners: Showcasing successful mobility projects and solutions from Ukrainian and international cities that can be adopted locally.
  • Accessibility & Inclusive Transportation: Implementing best practices in accessible and barrier-free transport, optimising data use for improving mobility solutions for people with limited mobility.
  • Integrated Urban Development: Smart urban expansion and densification, functional zoning, and emerging trends in spatial planning for sustainable cities.
  • Development of Cycling Infrastructure: Expanding and integrating cycling networks with other transport modes—best practices and new standards.
  • Social Initiatives in Transport: Exploring free public transport models, revising tariff systems, and ensuring sustainable mobility in de-occupied territories.

Special Feature: Practical Workshop on Uzhhorod’s Teatralna Square Reorganisation

One of the highlights of the forum will be a hands-on workshop with leading urban mobility experts from across Ukraine and international guests, focusing on the redesign and reorganisation of Teatralna Square in Uzhhorod. The outcomes of this workshop will be presented in 2026 as part of the Urban Mobility Forum.

Collaboration and Future Steps

The forum will conclude with a joint resolution, outlining priorities and next steps for advancing urban mobility in Ukraine.
