CIVITAS e-course

The Urban Nodes e-course is about how to improve the efficiency of the transport system in an urban node of the Trans-European Transport (TEN-T) core network. Urban nodes are at the intersection of TEN-T infrastructure and urban infrastructure.

Across a total of six course units, it covers topics including the legal framework and policy context of urban nodes and TENT, a methodology for doing so, and the "why" and "what" of the integration.

CIVITAS webinars

On Tuesday 19th November 2019, the H2020 project CoEXist and Civitas held a joint webinar on automation-ready transport modelling tools. The speakers addressed the question: How to include Connected and Automated Vehicles (CAVs) in traffic flow and transport demand simulations?

The overall aim of CoEXist is to prepare the transition phase during which automated and conventional vehicles will co-exist on cities’ roads and to make local authorities “automation-ready”.

CoEXist defines the concept of “automation-readiness” as: “The capability of making structured and informed decisions about the deployment of CAVs in a mixed road environment.”

The webinar guides the audience through the new functionalities of the automation-ready modelling tools to understand the benefits of such functionalities.

It is explained how automated vehicles could be modelled at a microscopic scale the operation of CAVs in platoons as well as at the macroscopic level, including the impacts of CAVs on transport demand and traffic time performance.

CIVITAS

Cities in Europe are vital centres of economic activity, innovation and employment. However, they face increasing challenges to their mobility systems such as congestion, air pollution, ambient noise, CO2 emissions, road accidents and urban sprawl. To tackle these problems cities need to develop and implement coherent and challenging Sustainable Urban Mobility Plans (SUMPS). This webinar presented two new tools that have recently been made available to cities to improve their mobility planning: (1) The Urban Transport Roadmaps online tool allows you to explore and identify appropriate sustainable transport policy measures, quantify the transport, environmental and economic impacts of these measures and consider an implementation pathway (roadmap) for the policy scenario. (2) EVIDENCE offers a range of tools and resources to make the argument for investing in sustainable transport and to assess its economic benefits. Such an enhanced knowledge will help facilitate effective integration of sustainable transport measures into urban mobility plans.

By making better use of data, urban traffic and transport can be improved and made more efficient and sustainable, and cities can become more liveable and attractive. There is evidence from different countries showing that the provision of open data delivers benefits: to travellers and users by improving their journey experience and saving them time, and to transport organizations and authorities by enabling them to operate more efficiently while demonstrating openness and transparency to those who - directly or indirectly - fund them. To encourage cities and (public transport) companies to open their data more than they do now and to show how this works in practice, in this webinar some stories were shared. In the webinar some nice and diverse examples were shown of how data can be translated into useful information that can then be used to enable certain services and measures. Claudio Mantero (from Horarios do Funchal) showed the example of sharing public transport data and displaying departure times in Funchal (Madeira) and Tommaso Bonino (from Bologna, SRW - Reti e Mobilità) showed the example of what can be done with cycling data (plan locations of 1,000 bicycle shelters!) and public transport data. Aviad Heilbrun (from the city of Tel Aviv-Yafo) and Torbjørn Barslett (from Ruter As in Oslo) presented how they collect and present open data (technical platform) and what is done with it. In Tel Aviv-Yafo two hackathons were organized (in 2014 and 2016) and this helped in building a community around open data and generating a lot of ideas on what to do with the data.

CIVITAS thematic course

This e-course provides information about recent developments in urban Intelligent Transport Systems (ITS) and traffic management. In doing so, the e-course is intended to provide support to professionals in preparation and implementation of traffic management policies and prepare an initial selection of measure types suitable for their situation. ITS and traffic management applications help cities to achieve policy goals with regard to accessibility, liveability and safety. Accelerated by technology and ICT developments, the possibilities of using ITS and traffic management in urban environments have increased substantially in the past decade.

Planning urban mobility is a complex undertaking for any city, even more so when urban functions, people and mobility are scattered across different towns of polycentric or cross-border regions. Indeed, planning mobility in polycentric and cross-border regions requires the coordination of policies and services of many stakeholders - transport and urban planners, local and regional policy makers, urban and interurban public transport providers - within and across different centres and administrative boundaries. This webinar debated on the methodology to develop a Sustainable Urban Mobility Plan for regions with a polycentric or cross-border profile, bringing together key stakeholders to initiate dialogue across institutional and geographic boundaries. First, the Poly-SUMP methodology for urban mobility planning in complex regions was presented. Then, two different experiences from cities and regions of the CIVITAS Forum Network were offered: Thessaloniki and Central Macedonia (EL), Nova Gorica (SI) and Gorizia (IT) provided an outlook on the challenges and potentials of planning mobility respectively on a polycentric and cross-border region.

In dealing with traffic and transport cities across Europe have to find a balance between throughput, livability, safety and sustainability. Different modes of transport use the same infrastructure and most cities do not have the capacity to enlarge the network. Intelligent Transport Systems (ITS) and traffic management can help deal with managing traffic and transport in cities. Developments in this domain - with regard to big data, in-car technology, mobile applications but also Sustainable Urban Mobility Planning (SUMP) - have developed rapidly recently. This leads to questions for policy makers, practitioners and traffic managers, such as: how can traffic management and ITS contribute to my policy ambitions? What do technological developments mean for systems in place in my city? How can I benefit from innovations in this field? At the moment a policy note is being prepared within CIVITAS that aims to facilitate European municipalities in their selection of sustainable, environmental friendly and cost-efficient ITS and traffic management measures to keep in line with European, national and urban goals and to fulfill the specific requirements of the city. In the webinar this policy note will be presented. The city of Malaga will present one of their ITS measures: intelligent traffic control and software development for the Management Centre of Mobility (MOVIMA). This measure aims to improve traffic flow by means of implementing advanced traffic control tools focused on reducing stop-and-go traffic, reducing and/or adapting speed, and maximizing the reduction of emissions through traffic control.

The need to adopt a gender-sensitive perspective is emerging as a challenging and impending task for urban mobility planners and decision makers. Women travel differently than men in relation to transport modes used, distance travelled, the daily number of trips and their pattern, and, not surprisingly, they also travel for different purposes. Organised by the CIVITAS Thematic Group Integrated Planning, the webinar debated on emerging gender sensitive approaches on mobility planning for achieving gender equality in transport planning and accessibility. First the gaps to be filled about public transport and planning have been discussed, then the point of view of a civic platform to improve transport through citizens’ participation has been presented and lastly the successful city strategy implemented by a former demonstration city of CIVITAS II has been showcased.
