SUTP Webinar

Tackling transport challenges is crucial for sustainable urban development. Transforming urban transport systems towards being inclusive, safe, clean and low-carbon requires multiple and comprehensive action of a wide range of stakeholders. This has been recognized by the Paris Agreement and the NDC’s in which many countries dedicatedly focus on reducing greenhouse gas emissions of urban transport. The Agenda 2030 includes the target to improve the access to urban transport in the urban SDG 11 whereas other targets on air pollution, road safety, energy efficiency and greenhouse gas reduction require particular attention to urban transport. Further, theNew Urban Agenda will outline the responsibilities and necessary steps to empower cities and local governments to realize their ambitions on improving urban mobility and reducing the negative impact of transport in urban areas. In the webinar, Cornie Huizenga, Secretary General of the Sustainable Low Carbon Transport Partnership (SLoCaT) and Oliver Lah (Wuppertal Institute, Member of the Habitat III Policy Unit 9 on Urban Services and Technology) provide an overview on urban mobility in the global climate agreement, the Agenda 2030 as well as up-to-date insights into the current work of the Habitat III Policy Units whose work is decisive for shaping the New Urban Agenda.

Development of effective measures to tackle identified transport and mobility objectives is vital for successful sustainable urban mobility planning. Yet there are a range of challenges to well-informed development of packages of measures. Cities can limit themselves to pre-conceived solutions, may focus on supply-side rather than demand-side polices, and can be unaware of the potential of novel solutions. This course explores measure selection in SUMP process, examining how measures and measure packages can be identified and critically evaluated as a response to objectives, problems, and as part of a process of moving towards more sustainable mobility practices.

CH4LLENGE

Institutional cooperation comprises collaboration and joint working within and across organisations in order to develop and implement a Sustainable Urban Mobility Plan (SUMP). Institutional relationships are various and thus cooperation must be understood as occurring within networks of organisations. Such cooperation may require the sharing of objectives, knowledge, resources, powers or consent between several actors. This course intends to explain how to build a pragmatic cooperation with actors and how to identify ideas, principles and policies that help to deliver a SUMP that is accepted and effective in practical and financial terms.

Monitoring and evaluation activities deliver data about the progress of the Sustainable Urban Mobility Plan (SUMP) development process and the impact of policy measures. This course explores how to determine the context for monitoring and evaluation and develop a Monitoring and Evaluation Plan. It looks at selecting indicators and targets and provides insights into evaluating planning processes using, for example, the SUMP Self-Assessment Scheme. By the end of this course, you will have gained comprehensive knowledge about how to establish clear and effective monitoring and evaluation procedures.

Involving stakeholders and the public is a precondition for sustainable urban mobility and supports the development of a more effective, efficient and accepted Sustainable Urban Mobility Plan (SUMP). This course gives an overview about the relevance of participation in SUMP preparation and provides insights into managing participatory transport planning, identifying stakeholders and working with interested parties, the public and the media. It explores how to select appropriate involvement formats and looks at the practical work of conducting a participation process. When addressing network and mobility management, SOLUTIONS will tackle various intelligent transport systems (ITS) technologies and communication technologies applied to transport. This include cooperative systems, transport and traffic management, congestion management, tolling and charging, public transport information systems and other public and individual user technologies. The goal of all these applications being to ensure seamless connectivity, flexible travel, lower environmental impact and support of multimodal mobility patterns and lifestyles. The measures and solutions examined will be those that make the best use of the available resources and help plan and implement additions to the infrastructure network with a focus on the current and future mobility needs. It is important to ensure that mobility is not restricted but rather carried out in an intelligent manner while considering all advantages and disadvantages of different modes and how they can contribute to a sustainable mobility network.

SOLUTIONS Knowledge Sharing Kit

Sustainable urban mobility planning (SUMP) aims to support local authorities to plan and manage urban mobility more efficiently and fairly. With a focus on people, accessibility for all sectors of society and quality of life, this new planning paradigm is interdisciplinary and looks beyond geographical and institutional boundaries. This can be achieved by considering the local circumstances and needs and involving a wide range of stakeholders and the engagement of citizens in the decision making and planning process. In SOLUTIONS, leading cities will transfer their knowledge and experiences to take-up cities world-wide. For example, SOLUTIONS partner EMBARQ has already started to ‘tropicalize’ the EU guidelines for the Brazilian context, where sustainable urban mobility planning has become mandatory for cities. SOLUTIONS will provide take-up cities with practical experiences, training activities, study tours and practical exchange. The aim is to enable cities to start and implement SUMPs according to their local circumstances and to assist cities to make their cities economically robust, improve their environmental conditions and the make the city a liveable place for all citizens.

SOLUTIONS Knowledge Sharing Kit

SOLUTIONS will focus on infrastructure for public transport (tramways, bus lanes, passenger waiting and boarding areas), infrastructure for soft modes (e.g. cycle routes, pedestrian facilities) and infrastructure for urban freight systems. Quality passenger transport is highly dependent on improved infrastructure whilst continued efficient operations are reliant on adequate and timely maintenance. This element will also include better sharing of road-space between guided vehicles (e.g. trams and guided buses) and bus lanes as well as separate dedicated public transport routes. With respect to walking and cycling, easy substitutes for trips of less than 5 kilometers, improvements in infrastructure quality and safety, design of cycle ways and pavements, parking spaces for bicycles, and more will be addressed. Freight transport infrastructure issues to be considered will include loading areas, appropriate access control including signage as well as other measures to improve productivity with reduced disruption.
