Urban Nodes

The webinar is organised in the framework of the study “Improving the efficiency of the transport system in urban nodes of the TEN-T core network”, which was carried out on behalf of DG MOVE. The 88 urban nodes are often the starting point or the final destination ("first” and “last mile") for passengers and freight moving. From the TEN-T perspective, the main aim is to remove urban bottlenecks and missing physical, technical and organisational links on the infrastructure. The main challenge for urban nodes is to improve multi-modal connections and at the same time consider connections with local and regional transport to ensure smooth first and last miles in passengers’ and freight transport. The new TEN-T policy, formulated in the TEN-T Guidelines (2013), is no longer perceived as merely a funding instrument for major infrastructure projects, but a policy which takes the network holistic planning approach as the main pillar.

Planning and policy decisions in Urban Mobility Plans (UMPs) are optimally based on extensive transport system data, travel demand data as well as travel behaviour. Developed cities and regions are using transport demand models to investigate the impact of particular measures. Those models rely on data input from various sources - i.e. from traffic counts, household surveys and further socio-economic and geo data. Most developing cities lack such comprehensive data to inform mobility planning and policy decisions, but many are catching up. At the same time, classic transport master plans are not flexible enough to react on the dynamic growth of developing cities, as they’re not regularly reviewed and thus, becoming obsolete.

El crecimiento rápido, no planificado y descoordinado de las ciudades ha puesto seriamente en peligro los sistemas de transporte existentes y ha incrementado significativamente el desafío de crear futuros sistemas de transporte, especialmente en los países en desarrollo. Es en los países en desarrollo, principalmente en las áreas urbanas, donde el mayor crecimiento del parque automotor se ha visto en los últimos años y se espera para los años venideros. Los impactos ambientales y sociales de estas tendencias son significativos ya que están directamente relacionados con la calidad de vida y la productividad urbana. Estos impactos incluyen congestión, consumo energético, contaminación del aire, carencias de seguridad y accidentes de tráfico. Por ende, las cuestiones de transporte urbano son de suma importancia para apoyar las exigencias de movilidad en las ciudades de rápido crecimiento y necesitan nuevas aproximaciones. Sin embargo, el transporte urbano es un asunto más político que técnico. Los aspectos técnicos son relativamente simples. Las decisiones difíciles están relacionadas con la ciudad que queremos y la manera como queremos vivir en ella. “¿Quién se va a beneficiar de los modelos adoptados? ¿Nos atrevemos a crear un modelo diferente al de las denominadas ciudades del mundo avanzado? ¿Nos atrevemos a crear un sistema de transporte que le dé prioridad a los pobres en lugar de a la minoría propietaria de automóvil particular? ¿Estamos tratando de encontrar la forma más eficiente y económica de mover a la población de la ciudad de la manera más limpia y cómoda? ¿O simplemente estamos tratando de minimizar los atascos del tráfico de las clases altas? Estas preguntas son formuladas por Enrique Peñalosa, ex-alcalde de Bogotá (Colombia), quién introdujo una serie de medidas de transporte sostenible en su ciudad. Este curso de Movilidad Urbana Sostenible en Países en Desarrollo está diseñado para proveer respuestas a las preguntas mencionadas así como soluciones y aproximaciones alternativas en planeación de transporte urbano que apunten a un sistema de transporte más sostenible en las ciudades de países en desarrollo.

GEF-SUTP Training Modules on Sustainable Urban Transport Planning (2013)

The Government of India (GoI) initiated the Sustainable Urban Transport Project (SUTP) with support from the Global Environment Facility (GEF), UNDP, and the World Bank. The objective of the SUTP is to facilitate the provision of urban transport infrastructure and services in a manner that is consistent with the objectives of the National Urban Transport Policy (NUTP), which is a shift towards public transport and other sustainable modes of travel. One major component of this project involves building capacity amongst practitioners in the field of urban transport in order to strengthen policy making, decision-making, project implementation and management, operations and project evaluation skills at the central, state and city levels. The capacity building component of GEF - SUTP aims to establish the needed capacity for regular skill development of practitioners, public officials, other public functionaries, and urban professionals in the field of urban transport to be able to find solutions to these problems and apply the skills to planning. Accordingly, a set of 10 subject modules, each for a group of topics on subjects associated with sustainable urban transport planning, were developed by EMBARQ India, GIZ-SUTP and UMTC. These 10 modules are structured in such a way so as to provide the necessary background together with case studies and relevant learning’s for India that will provide a base to build capacity amongst the practitioners, city officials, etc.

The rapid and often unplanned and uncoordinated growth of cities has seriously compromised existing transportation systems and significantly increased the challenge of creating future transportation systems especially in developing countries. It is indeed in developing countries that the greatest growth in motor vehicles has been seen in the past few years and is expected in the future, primarily in urban areas. The environmental and social impacts are significant and directly related to quality of life and urban productivity. These impacts include congestion, energy consumption, air pollution, and traffic crashes. Thus, urban transportation issues are of foremost importance to support the mobility requirements in these growing cities and require new approaches. However, urban transport is a political rather than a technical issue. The technical aspects are relatively simple. The difficult decisions relate to the type of city we want and the way we want to live. Who is going to benefit from the models adopted? Do we dare to create a transport model different from that of the so-called advanced world cities? Do we dare create a transport system giving priority to the needs of the poor majority rather than the automobile owning minority? Are we trying to find the most efficient, economical way to move a city’s population, as cleanly and as comfortable as possible? Or are we just trying to minimize the upper class’s traffic jams? These questions are posed by Enrique Peñalosa, the former mayor of Bogotá (Columbia), who introduced a number of sustainable measures in his city. This online course on Sustainable Urban Mobility in Developing Countries, based on the material jointly developed by GIZ and UNITAR, is designed to provide answers to the abovementioned questions, as well as solutions and alternative approaches in the area of urban transport planning that target a more sustainable transport system in Developing Cities.
