Sustainable Urban Freight Transport: A Global Perspective

Life in the city relies on the smooth operation of urban logistics. Everything from retail to services, construction to waste collection rely on an efficient and reliable freight transport system. However, with the increasing pressures of urbanization, this has to be balanced with the environmental and social impacts caused by transport activity. This is the challenge of City Logistics, a field of study that has significant practical implications for the world and the cities we live in. It is not merely a question of what is involved, but what can be done about urban freight transport to improve it for the sake of economic efficiency, quality of life, and sustainability. From a systematic scientific foundation of the field, this course will take you on a journey to learn how city logistics is understood and practiced in cities around the world. Our instructors, members of a renowned global expert network, will teach you the basics of this highly complex social system. Using their experience in real-world projects, they will illustrate how the knowledge learnt in this course is applied across industry and the public sector. This course caters primarily to university students or professionals working in urban transport infrastructure planning or logistics management. Whether you are simply curious about the topic or you intend to develop a career in these fields, this course will give you the tools you need to understand the complexities of urban freight transport systems. The course emphasizes the theoretical foundation, the rigorous evaluation, and a multi-disciplinary approach to this complex area. Course participants will benefit from numerous case studies of best practice in selected cities around the world, in a variety of business settings. Our emphasis on the global perspective is particularly relevant, since an understanding of local culture and political climate is an important factor in the success of any city logistics intervention. The course will provide an avenue for students to learn from their peers about the challenges faced in their respective cities, and how to apply the principles learned to the challenges faced in their own cities.

What you'll learn:

  • To identify the main logistics challenges facing cities around the world
  • To understand the complex nature of urban freight transport systems
  • To evaluate freight traffic impacts
  • To explore the different approaches to solving urban freight transport problems
  • To identify the research methods used to develop and apply knowledge in this field

CIVITAS thematic course

There are over 500 urban vehicle access regulations (UVARs) in Europe, controlling entry of vehicles to an area of a town or city. They are implemented to improve the quality of life in towns and cities. Often ‘soft measures’ to improve the situation can only go so far, and UVARs are needed in combination with the soft measures.

“Gamification is the process of taking something that already exists - a website, an enterprise application, an online community - and integrating game mechanics into it to motivate participation, engagement, and loyalty. Gamification takes the data-driven techniques that game designers use to engage players, and applies them to non-game experiences to motivate actions that add value to your business.” Gamification is used in more and more in the transport sector to influence choice behaviour.

Buses are the backbone of many European public transport systems and an important part of the municipality public transport fleet in the majority of EU Member States. This course provides municipalities, local decision makers and public transport operators with an overview of available bus technologies and guides them in the initial strategic choice of a clean(er) and more efficient energy bus concept.
E-course was developed in cooperation with TNO.

CIVITAS thematic course

The delivery of goods makes up a significant share of traffic in European cities and is a major contributor to deteriorating air quality, rising carbon emissions and congestion. CIVITAS cities encourage the use of cleaner freight vehicles and are developing solutions to better coordinate freight logistics. More efficient freight deliveries can reduce congestion, lower emissions and free up space for sustainable modes.

CIVITAS thematic course

This e-course provides information about recent developments in urban Intelligent Transport Systems (ITS) and traffic management. In doing so, the e-course is intended to provide support to professionals in preparation and implementation of traffic management policies and prepare an initial selection of measure types suitable for their situation. ITS and traffic management applications help cities to achieve policy goals with regard to accessibility, liveability and safety. Accelerated by technology and ICT developments, the possibilities of using ITS and traffic management in urban environments have increased substantially in the past decade.

SOLUTIONS

This course aims at presenting solutions to the main problems of city logistics: traffic congestion, pollution and noise, labor and safety issues and, last but not least, enhancing the quality of urban transport services for the clients and the economy. The solutions proposed here have been described in 'SOLUTIONS training kit- Cluster 3 City logistics' available on the SOLUTIONS web site.

TIDE: Electric mobility

Electric vehicles in the logistics sector are a matter for the private sector. But does this mean there is nothing a city can do to encourage electric delivery vehicles? This course addresses the question of how cities can work with the private sector and what role the public sector can/should play in encouraging and supporting further electrification in the logistics sector.

TIDE: New pricing measures

Road user charging addresses problems such as congested road networks, environmental issues, traffic management and funding challenges for urban infrastructure. This course will give you an overview of the history of road user charging, what can be achieved with it and the technology available. Design, revenue, costs, equity issues and stakeholders will also be touched on, as will lessons from cities where road charging has succeeded and where it has failed.

TIDE: New pricing measures

Both parking prices and parking problems vary greatly among cities, but no city is entirely free of parking challenges. Charging for something that was previously free can be an unpopular, but necessary, decision for a city to take. Using examples from cities that have successfully implemented new parking pricing schemes, this course will address issues such as: How can you increase citizen acceptance of a new (or higher) parking charge? Is it fair to make drastic changes in transport conditions? How do you find the “correct” level of charging? And what is the role of enforcement in parking pricing?
