Implementing sustainable mobility

Building on the findings from the SUMP and Port Master Plan evaluations, this measure will set up parking action areas based on CIVITAS best practices to control and enforce street parking in certain areas, especially around the centre of Constanta's old town.

This measure will try to develop a new car parking policy for the city (including the port area) that takes into consideration the current situation, all findings from PORTIS, information regarding SUMP and MPP implementation, and local urban development strategies and plans.

The resulting policy recommendation will be promoted at the local level for acceptance and approval. 

In addition, this measure will provide the framework for analysing the introduction of Park and Ride schemes around the city. In this respect, a cost benefit/multi-criteria analysis will be conducted during the project’s implementation to identify the most suitable places for these schemes and their costs.
