Extension of access control zones

Existing access controls in La Rochelle had proved successful in reducing bus journey times and improving safety for pedestrians and cyclists, and the system was therefore extended to other parts of the city.

Implementing sustainable mobility

In 1971, a number of streets in the city centre were pedestrianised, with access restricted to inhabitants and delivery vehicles. Entry to these streets is controlled by automatic bollards. At the request of city residents, it was decided to further develop the system and extend access controls to other zones in the city, making it safer for pedestrians and cyclists to cross strategic areas such as the nautical zone and the city’s biggest commercial area, Beaulieu. It was also decided to create a strolling zone around the city’s cultural centre at the Old Harbour, with limited access for deliveries and residents.

How did the measure progress?

In September 2006, automatic bollards were installed in the city’s nautical zone (Plateau Nautique), a 25,000m2 area comprising boatyards and marine-related companies, which had previously been crossed by buses, cars and other vehicles.  With the installation of bollards and traffic lights, access was restricted to buses and emergency vehicles.

In mid-2007, automatic bollards were installed in the city’s commercial area, Beaulieu, where priority is now given to public transport vehicles, cyclists and pedestrians.

The installation of bollards was completed in the cultural area (La Coursive) of the Old Harbour in 2008. This new strolling zone features restaurants and a theatre, and access is restricted to residents, emergency services and goods delivery vehicles. Deliveries to businesses and the theatre were streamlined by the installation of cameras and interphone.

What were the outcomes of the measure?

  • Feelings of safety among cyclists and pedestrians improved.
  • Bus travel times were reduced due to the reduced volume of traffic.
  • Conditions in the zones improved in terms of safety, cleanliness and decreased noise levels.
