SPICE is an EU-financed coordination and support action, which aims to bring together public procurers to share information and assist them in using procurement as a tool to implement innovative transport and mobility solutions. Our aim has been not only to collect the best practices, but also share them and, in turn, improve public procurement throughout Europe.
To this end, the SPICE consortium organised a series of workshops and webinars. In this final webinar, the SPICE team will disclose the key findings of the project.

This series of webinars were created as part of the SPICE project, a project under the CIVITAS Initiative that ran until August 2018.
SPICE collected and assessed current practices of public procurements for sustainable transport and mobility projects in Europe, and shared good practices with other public procurers.

The fast development of technologies creates many challenges for traditional public procurement, and in many cases the desired innovative solutions cannot be adopted by using a traditional procurement strategy. The EU public procurement directives, e.g. DIRECTIVE 2014/24/EU, provide the legal framework for the utilisation of innovation procurement approaches. This webinar aims to share knowledge and good practices on smart procurement in the transport sector and discuss challenges public procurers and industry face.

The Transport White paper also contains one goal about high-speed rail: "By 2050, complete a European high-speed rail network. Triple the length of the existing high-speed rail network by 2030 and maintain a dense railway network in all Member States. By 2050 the majority of medium-distance passenger transport should go by rail." This package provides a summary of the related stakeholder-driven TRANSFORuM roadmap.

The TRANSFORuM project also developed a roadmap with systematic stakeholder input towards the White Paper goal number 8 which reads as follows: "By 2020, establish the framework for a European multimodal transport information, management and payment system."

Summary of the stakeholder-driven roadmap towards the White Paper goal on Long-distance Freight: "Thirty per cent of road freight over 300 km should shift to other modes such as rail or waterborne transport by 2030, and more than 50 % by 2050, facilitated by efficient and green freight corridors. To meet this goal will also require appropriate infrastructure to be developed."

Proposed measures, actions and milestones towards the White Paper goal on urban mobility: "Halve the use of ‘conventionally fuelled’ cars in urban transport by 2030; phase them out in cities by 2050. Achieve essentially CO2-free city logistics in major urban centres by 2030."

This short online course provides some background to the TRANSFORuM project, its consortium and involved stakeholders as well as its overall approach. Most importantly, it presents the highlights of TRANSFORuM's four Roadmaps, the core of their recommendations and some key lessons learned.
