Are you looking for an opportunity to partake in discussions on policy challenges as well as the transfer of innovations and good practices related to sustainable mobility, from local to regional and national levels? If so, join us for the Mobility Policy Lab, which will take place on 30 September (16:00 - 18:00 CEST) in Parma, as a side event of the CIVITAS Forum 2024.
The Policy Lab is part of a NetZeroCities series, and is a joint collaboration with the CIVITAS Initiative to ensure the complementarity of expertise and policy recommendations, and to better support and coordinate knowledge-sharing with Mission Cities.
Overview
The need for policy alignment and collaboration across all levels of government, along with the inclusion of non-state actors, is critical for cities to reach their net zero goals. More than one in four cities report that their city-wide emissions reduction target is conditional on the success of a policy component that is outside of their control. The goal is, therefore, to enable multi-level governance actors to connect and work together on creating more favourable framework conditions for reaching net zero.
This edition of the Policy Lab will focus on the topic of mobility. Progress in decarbonising the transport sector has been slower than that of other sectors. While emissions have decreased significantly in other sectors, transport emissions have actually increased in recent years. Making passenger and freight transport in the EU more efficient and less dependent on fossil fuels is crucial. Conversely, while zero emission mass and shared fleets are on the rise across Europe, behavioural change is still key to developing sustainable habits.
The Policy Lab will highlight three key challenges:
- Decarbonisation of transport and e-mobility through the use of renewable energy sources;
- Optimal ways of complementing public transport with shared mobility; and
- The development of liveable spaces in cities, promotion of active mobility, and disincentivising car-use (behavioural change).
Each challenge will be presented by a pre-selected “challenge-owner”, whereby a city authority representative will present the related policy barriers they are facing when it comes to reaching their net zero goals. Other city representatives are invited to join the session as “challenge-solvers”, to share practices and about how they are tackling similar obstacles, and to discuss what policy mechanisms can better support them in reaching their goals.

16:10 - 16:25 Setting the scene for the EU mobility policy landscape (Isabelle Vandoorne, Deputy Head of Unit, Urban and Rural mobility, DG MOVE);
16:25 - 16:45 Presentation from city challenge owners, namely (i) Thessaloniki on behavioural change challenges related to integrating public transport and shared mobility, and (ii) Madrid, on decarbonising transport with renewable energy resources;
17:35 - 17:50 Consolidating discussions;
17:50 - 18:00 Wrap up and next steps; and
16:45 - 17:35 Discussion on challenges and solutions, formulation of policy drivers and recommendations (2 rounds, 25 minutes each).
Outcomes
The desired outcomes of the policy lab are to:
- Increase cities’ knowledge of opportunities to advocate for their needs at the EU level;
- Foster knowledge sharing between cities with similar policy challenges, including on best practices for overcoming barriers; and
- Create a dedicated Policy Brief, produced by NetZeroCities partners and addressed to EU decision-makers, that identifies policy recommendations. With a focus on the current EU policy landscape, the Policy Brief will highlight real challenges experienced by cities when navigating mobility policies. Through a collaboration with city representatives, this Policy Brief will offer mobility-related policy recommendations to EU policy makers.
