London Borough of Hammersmith & Fulham

Hammersmith and Fulham is a borough in west London and forms part of Inner London. It was formed in 1965 by the merger of the Metropolitan Borough of Hammersmith and the Metropolitan Borough of Fulham. It has a population of 165,000. The borough of Hammersmith and Fulham demonstrates a modal split of 18 percent private vehicles; 1 percent private vehicle passengers; 38 percent London Underground; 4 percent rail; 11 percent bus; 2 percent motorcycles; 5 percent cyclists and 12 percent pedestrians. Some 9 percent of the population works at home.

The local transport policy of the London Borough of Hammersmith and Fulham is set out in the Local Implementation Plan for Transport (LIP). The purpose of the plan is to show how the borough intends to implement the Mayor of London’s Transport Strategy in its area. The aims of the strategy, issued in 2001, are to improve road safety, bus journey times and reliability, and citizen access to the transport network. The strategy also seeks to introduce more effective parking and loading restrictions, encourage walking and cycling and provide safe and secure transport infrastructure.

Progress towards meeting targets is generally good. In the last two years, two new bus stations, one new London Underground station and two new surface rail stations have been opened. One of the largest shopping centres in Europe, Westfield London, opened in 2008. Modal targets were for 40 percent of shoppers to visit by car, and 60 percent by public transport, walking and cycling. So far the actual figures have been 22 percent car and 78 percent walking, cycling and public transport. A number of electric vehicle charging points have been installed in the borough, which gives a 50 percent discount on parking rates to electric and clean-fuel vehicles.

The transport planning regime in London is largely determined by the mayor of London and by the local government body Transport for London. The mayor is due to issue a revised transport strategy in the spring, following which boroughs will have to produce a second Local Implementation Plan for Transport.

The borough’s main partner is Transport for London, the mayor of London’s transport arm, which supplies most of the funds for transportation. The London Borough of Hammersmith and Fulham also works in partnership with neighboring boroughs and developers.
